Both classes have not been able to find steady work. I do believe the solution is different for each class. Indeed it is a very important question for society to find a long-term solution if we are to remain a prosperous nation with liberty and justice for all.

Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, Corsicans and Muslims.
Frankly, I believe that any adult that has traveled to America on a legitimate passport but has long overstayed its expiration date and is paying taxes in accordance with the Internal Revenue Service instruction to file form 1040 should be moved to the Documented Classification for immediate review of his status and put on a fast track for a green card.
